Michael Corby has numerous publications to his credit. He was author of the seminal book on public sector management The Postal Business - A study in Public Sector Management ("Excellent book") - Financial Times.
He was editor in chief and principal author of Telecomms Users' Handbook , and editor in chief and co-author of the Mobile Users" Handbook, and the Datacomms Users handbook.
He was also editor in chief of a stable of newsletters: The Telecomms regulation Review, the Billing Systems Review, The Standards and Approvals Review, the Telecomms Numbering Review. the Telecomms Tariffs Review.
In the 1970s and early 1980s he was instrumental in preparing the ground for telcomms liberalisationa and privatisation in the UK. Notably, he prepared the first papers on liberalisation for terminal equipment with Malcolm Hamer and John Anderson. The paper provided the basis for the regime freeing up telecomms equipment for supply and purchase independent of Post office Telecomms, and for the independent testing and approvals system.
Subsequently he wrote a ground breaking paper on Telecomms Financing which demonstrated the need for equity capital for Post Office telecomms, and numerous other papers advocating network liberalisation.
On the postal side he succeeded in having a price increase for parcels blocked in 1976: this increase was so steep that it would have probably resulted in eh end of the parcels service. he also successfully;y secured the reinstitution of Sunday collections, and the delay of the second tariff increase of 1979.
He exposed the flawed statistical methods the Post Office used for both prices and service. these tended to decrease the impact of price increases, and those on quality of service tended to over sated the quality of service actually provided. He produced similar arguments to the telecomms side - posts and telecomms were then joined in a single Post office organisation.
His work on the need for an independent regulator for telecomms was accepted as were his ideas for controlling prices by means of reference to the retail prices index.
After University (BA, MSc Econ) Michael Corby joined then then GPO as an administrative trainee. He gained experience in planning, management services, personal and finance.
He moved into the private sector, at the age of 30, to become the founder executive director of the mail and Telecomms Users' Associations, in which position he successfully lobbied for numerous improvements in service and reductions in prices, but his principal work and success was advocating the liberalisation and privatisation of the telecommunications service. This idea, taken for granted now, was revolutionary and highly controversial in the 1970s.
In the early 1980s he moved on to have his own consultancy and publications business Corby Communications, as well as founding Communications Educational Services.
In 1997/8 he sold all his business interests and now does a range of voluntary activities, but is always pleased to help research students with any projects on the telecommunications and mail services.
Michael Corby is particualry interested in helping the developing world and the under privileged.
